Incident: Tip-A-Cop

Details: The Newport Police Department, working with Bayfront Pizza and Oregon Special Olympics, conducted a Tip-A-Cop fund raiser on Saturday, June 7th. The money raised will go to support Lincoln County Special Olympic Athletes competing in state and regional events. Seven members of the Department worked with two athletes and the staff at Bayfront Pizza and raised more than $370.00.

 

The next Tip-A-Cop event will be held 21 June at Abbeys Pizza in Newport between the hours of 3:00 p.m. and 7:00p.m. These events are a lead up to the Law Enforcement Torch Run that will be held the week of 23-27 June. The Torch Run is sponsored by local Law Enforcement who will run with Special Olympic Athletes from Depot Bay to Florence in preparation for the State held Olympic Games in Portland on 28 June.

       Incident:           Pedestrian Safety Enforcement Operation (PSE)                 

 

Details:          The Newport Police Department successfully completed a Pedestrian Safety Enforcement Operation on East Olive Street in Newport on May 27, 2008.  The local enforcement effort was funded by the traffic safety grant from The Bicycle Transportation Alliance and Willamette Pedestrian Coalition.  The purpose of the operation was to raise driver and public awareness regarding pedestrian safety.  The operation involved the use of a decoy pedestrian crossing in the marked crosswalk at NE Eads Street.  Traffic cones were positioned on the highway indicating where the operation began for motorist traveling both directions through the operation.  The operation lasted 2.5 hours.

 

15 traffic citations and written warnings were issued by officers, during the operation.  One motorist was issued a citation for Passing in a No Pass Zone, and one was issued a written warning for Speeding.  Nine motorists were issued citations for failing to stop and remain stopped for a pedestrian in a crosswalk, four motorists were issued written warnings.  The majority of motorists who traveled through the operation correctly stopped for the pedestrian in the crosswalk.

 

The Newport Police Department would like to thank the businesses in the area of the operation that gave their support and assistance with the operation.   The next operation will be held in July; a media release will precede the operation.

Newport Police to Conduct Compliance Checks

 

The Newport Police Department was scheduled to conduct Compliance Checks on Saturday, May 10, 2008.  Because of staffing shortage, the Compliance Checks were cancelled.

 

In an effort to reduce the use and sales of alcohol to minors, Compliance Checks will be conducted during the second week of June 2008. Compliance Checks will be conducted of at least 90% of all off-premise alcohol sales retailers in Newport.  Funding for the Compliance Checks is supported by funds from the Rural Communities Initiative Grant for the Enforcement of Underage Drinking Laws (EUDL).  Compliance Checks will be conducted by the Newport Police Department with assistance from the Oregon Liquor Control Commission.

Date/Time:            06-04-2008 / 11:23 p.m.

 

Arrested:              Sarah E. Parks, 21 years of age, Idaho Resident

                            Devon J. Parks, 25 years of age, Idaho Resident

 

Details:                  On 06-04-08 at about 11:23 p.m., Newport Police Officer Jerry Howe conducted a traffic stop with a vehicle operated by Sarah Parks for a traffic violation.  While investigating the violation, Officer Howe noticed that the bed of the truck contained several items including several sets of tires and wheels and a gas can with a siphoning hose in the can.  Other Newport Officers responded to assist and located a citizen who reported items missing from his truck.  Another citizen reported gas recently siphoned from her vehicle.  Officers located the missing items in the Parks’ vehicle.  During the investigation, Devon Parks fled the scene on foot.  At about 6:47 a.m., Devon Parks was located near a local motel. Again he fled on foot.  He was taken into custody after a short foot pursuit.

 

Sarah Parks was taken into custody on scene and lodged in the Lincoln County Jail. 

 

Devon Parks was lodged in the Lincoln County Jail on charges of Unlawful Entry into a Motor Vehicle, Theft 3, Conspiracy to Commit a Crime, Attempt to Elude, and Attempted Escape.  His bail was listed at $75,000.00.

 

Sarah Parks was lodged in the Lincoln County Jail on charges of Unlawful Entry into a Motor Vehicle, Theft 3, and Conspiracy to Commit a Crime.  Her bail was listed at $20,000.00

Incident: Detonated Explosive Device Case: 08N-01954

Criminal Mischief 1st degree

Location: 413 NW Hubert St.

Date/Time: 05/30/08 to 05/31/08 from 1:00 to1:15 p.m.

Victim: Ken Smith, Newport Resident

Details: Newport Police are investigating Criminal Mischief to a mailbox. Newport Officers were dispatched to 413 NW Hurbert Street. This was on a report of damage to a mailbox. The investigation revealed that an unknown person used a small device, similar to an “M-80”, and placed it in the mailbox. The device is known as a “Seal Bomb” which is used to scare away seals. The mailbox was a total loss due to the explosion. No one was injured in the incident. Anyone having information or who might have witnessed the incident is asked to contact Officer Rick Auborn at (541) 265-4840.

Incident: Suspicious Fire Case: 08N-01947

Location: 600 block of SW Hurbert Street

Date/Time: 05-31-08 12:21 a.m.

Details: On 05/31/08 at 12:21 a.m., the Newport Fire Department and Newport Police Department were dispatched to a structure fire in a vacant apartment in the 600 block of SW Hurbert Street in Newport. A nearby Lincoln County Deputy Sheriff and a Newport Police officer arrived on scene first. The Deputy was able to extinguish most of the fire in the living room area of the apartment with a fire extinguisher. One of the neighbors discovered a small fire in the rear of the apartment and extinguished it by himself. Officers evacuated all the neighboring apartments, which forced about 12 persons out onto the street for about an hour.

Officers and fire personnel identified three locations inside the apartment where small fires had been started. Additional evidence indicated that the apartment had been forcefully entered. The interior of the apartment suffered fire and smoke damage. None of the other apartments suffered any known damage.

The fire is being investigated by the Newport Police and Fire departments. Any persons with information regarding this incident are requested to contact Detective Sergeant Tony Garbarino of the Newport Police at (541) 574-3348.

Newport Police Department Serve Up Dollars for Special Olympics

Law Enforcement Officers Work for Tips at Bay Front Pizza,

 to Fund Special Olympics Programs

 

Newport Oregon – Newport Police Department is teaming up with Bayfront Pizza in Newport to raise money for Lincoln County Special Olympics Oregon.  On 06/07/08, Law Enforcement agents will become “celebrity servers,” and assist in serving, bussing, greeting and talking to diners about Special Olympics. The Newport Police Department is a participant of the Law Enforcement Torch Run (LETR) program, which is a year round effort to raise funds for and promote awareness of Special Olympics Oregon.  Athletes from Lincoln County will join the LETR fundraisers at Bayfront Pizza to raise money for both the local and state program of Special Olympics Oregon.  The “tips” the officers receive will go directly to Special Olympics Oregon, providing training and competition opportunities to athletes with intellectual disabilities.

 

This is a great opportunity for the community and law enforcement to help support our local Special Olympic Athletes.

Incident:                            DUII / Traffic Crash                                                              Case: 08N-01843

 

Location:                          Hwy 101/NW 15th Streets

 

Date/Time:                       05/23/08  at 9:26 p.m.

 

Suspect:                           Brandt, Robert “Bobby” Joseph,  age 27 of Toledo, Oregon

 

Details:                             On 05/23/08 at 9:26 p.m., Newport Police officers were dispatched to Hwy 101 and NW 15th Streets on a report of a motor vehicle accident.  Officers arrived to find two vehicles involved, one of which had rolled and was seriously damaged.  Utility poles along the west side of the highway had been sheered off by one of the vehicles, and power lines were down across Hwy 101, as well as NW 15th and 16th Streets.  Electricity was cut to residential and commercial customers to the north of the scene as far as Hwy 101 and NE 32nd St.  Witnesses at the scene all identified the operator of a maroon colored Dodge Durango SUV as the person who caused the accident.  Witnesses told officers that the vehicle had been southbound on Hwy 101 at speeds estimated at 65-70 mph while passing cars on the right.  It suddenly veered off the road just south of NW 16th St., struck utility poles, fire hydrants, signs and other objects, flipped onto its top and spun in circles while crossing the width of the highway, where it struck another car and finally came to a stop after striking the curb in front of the Gold Chevrolet dealership and flipping back onto its wheels.  Arcing power lines fell on the ground and onto passing vehicles, initially causing additional panic at the scene. 

 

The driver of the Dodge Durango was identified as Robert Brandt of Toledo.  He was displaying signs of intoxication at the scene and open containers of alcoholic beverages were found in his vehicle.  He submitted to and failed sobriety tests and was initially arrested for DUII at the scene and lodged at the LCJ.  Additional charges of Reckless Driving, and tharee counts of Criminal Mischief I were added to his charges at the completion of the investigation, with his bail set at $107,500.  Additional charges of assault and related crimes are expected to be added after the extent of injuries to the other victims can be determined. 

 

A large crowd of on lookers gathered at the scene, but most quickly dispersed when asked to do so because of the danger of all the downed power lines in the immediate area. 

 

Two persons were treated at the scene by Newport Fire Department and Pacific West Ambulance personnel and were transported to SPCH for further treatment. 

 

Personnel from the Central Lincoln PUD, Charter Communications, and ODOT all responded to the scene to assist.  Traffic was diverted off of Hwy 101 for more than seven hours while the tangle of lines and damaged poles along Hwy 101 and NW 15th Street were cleared and repaired.  All power was restored in the area by Central Lincoln PUD by 3:30 a.m.

 

Newport Police were assisted at by the Lincoln County Sheriff’s Office, Oregon State Police, and personnel from TCB Security Company.

Location:                          South Beach State Park

 

Date/Time:                       05/24/08 at 1:45 a.m.

 

Suspect:                           Jeromi Howard Noel, age 28 of Spokane WA

 

Details:                             On 05/24/08 at about 1:45 a.m., Newport Police were dispatched to the South Beach State on a report of a traffic crash.  Upon arrival, officers found that a vehicle had left the roadway inside the camping area and struck a tree.  The vehicle was badly damaged and the tree had been partially uprooted.  Witnesses had contacted the driver and seized the keys for the vehicle from him before the police arrived. 

 

The driver of the vehicle was identified as Jeromi Howard Noel of Spokane WA.  He was displaying signs of intoxication and was arrested for DUII at the scene.  Noel was transported to the LCJ, where he submitted to a breath test with the results of .16% BAC.  Noel was booked at the jail on a single charge of DUII, with his bail set at $7500.

Topic:                 Parking Reminders                                                     

 

Parking in Newport is often hard to find, and with the summer months approaching, it may be even more difficult. The following are a few reminders to help make the most of the space that’s available.

 

Yellow Curbs indicate no parking. One area where this has been a problem is around Sam Case School, after school has let out and sometimes when school is beginning. Yellow curbs prevent vehicles from parking, stopping or standing in areas that obstruct visibility, such as corners and crosswalks. This is always an important safety issue, but around an elementary school where small kids are eagerly running around and darting across the street to waiting parents, this becomes even more critical.

 

Red Curbs are designated fire lanes where parking is also not allowed. The entire curb in front of the Newport Recreation Center is a designated fire lane. This is frequently misused to pick up and drop off those visiting the Recreation Center. A common misunderstanding is that just stopping to let someone out is not parking. Red curbs, yellow curbs and all other areas where parking is prohibited do not permit stopping, standing, dropping off or picking up, unless required to do so to comply with other traffic laws. This is especially important in the area in front of the Recreation Center. This street is already very narrow. A vehicle stopped in the fire lane restricts traffic down to just one lane. Additionally this street is an exit for police vehicles, which may be responding to emergencies.

 

Green curbs indicate appropriate places for “active” loading and unloading. The key word here being “active.” Stopping to let someone in or out would be active. Stopping because someone should be coming out anytime now would not. Leaving a vehicle stopped in a green zone and then arranging a room where you just took the items you unloaded is not permitted.  These areas are usually located next to a business to allow easy access to persons actually loading and unloading either persons or items. When people use them as short term waiting areas, they are no longer available to those who need to use them for what they’re intended.

 

The city may restrict parking in other areas as well, such as the Senior Center Only parking located across from the entrance to the Recreation Center. Persons parking in the area, but visiting the Recreation Center, would be in violation and may be cited. There are a couple reasons for this, first is to allow those using the senior center to have parking in close proximity as many of the Senior Center patrons may be elderly and less mobile than other persons. In addition to this, as mentioned earlier, this street is very narrow and used by police cars responding to emergencies. Persons parking in the senior center space and going to the Recreation Center creates a lot of back and forth pedestrian traffic. Someone stepping out from beside a car can suddenly be standing in a lane of traffic with no warning and with so many of the Recreation Center patrons being young kids, this adds to the hazards.

 

It has been asked if the Senior Center parking is restricted all the time or is it o.k. to park there in the evenings when it’s closed. Restricted parking is always restricted, unless otherwise indicated. Signs may say, “No Parking Monday-Saturday 8am-5pm.” This clearly indicates when it’s o.k. to park and when it is not. In the case of the Senior Center, there are many activities and groups that meet at this location at all hours and days of the week, not simply from 9-5.

 

Backing into angled parking spaces, parking cars marked for sale on public streets, storing boats and trailers on public streets or city right of way, and parking facing traffic are all prohibited. While it seems like a long list of “don’ts”, all of these things are either for safety reasons or to use available parking spaces as efficiently as possible. With the limited number of parking spaces in Newport, we must all share, and, by following the rules, everyone who wishes to may have an opportunity to use our shops, services and other businesses.

       Incident:     Pedestrian Enforcement Operation                                  

 

Details:         On Tuesday, May 27, 2008 from 11:00 a.m. to 4:00 p.m., the Newport Police Department will be conducting a “Targeted Pedestrian Enforcement” operation in the crosswalk at East Olive Street and NE Eads Street.  The five-hour operation focuses on drivers failing to yield to pedestrians in the crosswalk.

 

Citations will be issued for pedestrian violations in this operation. Citations are given in an effort to raise public awareness and education of pedestrian right of way laws.  Citations will also be issued for all other violations.

 

In intersections not controlled by electronic traffic control devices, Oregon law requires that a driver must stop and remain stopped if a pedestrian is walking in your lane of traffic or the adjacent lane.  If a pedestrian is crossing in a crosswalk at a traffic light, then you must stop if the pedestrian is within your lane or six feet in the adjacent lane.

Incident:             Assault II / Menacing                        Case: 08N-01782

 

Location:            Agate Beach State Park

 

Date/Time:            05/20/08 at 2:44 p.m.

 

Victim:                   Edgar Herrera Mata, age 23 of Newport                                                                                

 

Suspect:               Raymundo Rodriguez Rosete, age 27 of Newport

 

Details:                  On 05/20/08 at about 2:44 p.m., Newport Police officers were dispatched to the Agate Beach State Park on a report of a fight in progress.  Upon arrival, officers located two subjects, one of which was suffering from a possible broken forearm.  The fight was witnessed by several persons, who stated that Raymundo Rodriguez Rosete and Edgar Herrera Mata, both of Newport, had been physically fighting with each other.  During the fight, Rodrigquez Rosete obtained a tire iron and struck Herrera Mata at least once in the arms while he tried to fend off the attack.

 

Rodriguez Rosete was taken into custody and lodged at the Lincoln County Jail on charges of Assault II and Menacing, with the bail set at $57,500. 

 

Herrera Mata was treated at the scene by medical personnel from Pacific West Ambulance.  He refused to be transported to the hospital.

Incident:             Escape / Warrant Service                Case: 08N-01775

 

Location:            Nye Beach Turn-a-Round

 

Date/Time:            05/20/08 at 11:24 a.m.

 

Suspect:               Mark A. Simmons, 21 years old from Siletz

 

Details:                  On 05/20/08, a Toledo PD Detective was in the Nye Beach area when he observed Mark Simmons of Siletz, whom he knew had a warrant for his arrest.  The detective contacted Simmons, identified himself as a police officer and told Simmons he was under arrest.  Simmons ran from the Toledo PD detective, who called for assistance.  Newport Police officers and a Lincoln County Sheriff’s Office Detective responded to the area to assist.   Simmons was found hiding in the brush in the area of NW 12th and Spring Streets about 30 minutes after he initially escaped from the Toledo Detective.

 

Simmons was lodged at the Lincoln County Jail on the warrant, which charged Fail to Appear and a new charge of Escape III, with the bail set at $15,000.
