Incident: Theft / Identity Theft / Forgery Case: 07N-00101

Suspect: Brian Keith Miller, 34 years of age, Phoenix, Arizona
Nathan Thomas Keane, 27 years of age, Coos Bay, Oregon
Troy C Larson, 23 years of age, Petersburg, Alaska
Dawn Stancliff, 23 years of age, Gold Beach, Oregon
Details: On 01-17-07 at about 12:30 PM, Newport Officer Tyson Haynes responded to the area of Port Dock 5 to investigate a theft that occurred at Englund Marine. Officer Haynes investigation showed that the victim had discovered several unauthorized charges on his account, totaling over $700.00. The investigation further showed that the victim recognized the description of the suspects as people he had recently been on a fishing vessel with. With the assistance of the victim and personnel at Englund Marine, the suspects were identified and later located by Officer Haynes. Brian Miller, Nathan Keane, Troy Larson, and Dawn Stancliff all selected items at Englund Marine to purchase. They then charged the items to the victim's account and Brian Miller forged a fictitious name on the charge receipt. Nathan Keane, Troy Larson, and Dawn Stancliff were each cited in lieu of custody for Theft 2. Brian Miller was transported to the Lincoln County Jail, where he was cited and released for Identity Theft, Theft (2nd degree), and Forgery (1st degree).

Incident: Arrest of Armed Robbery Suspect

Suspect: Riggs, Jacob Matthew Age 23

On 011907, Newport Police officers received information that Riggs was currently on a fishing vessel that was moored at the Port Dock 5 facility on SE Bay Blvd in Newport. When officers arrived, they were directed to the fishing vessel and told that Riggs was on board. Officers boarded the fishing vessel, where Riggs initially barricaded himself in a small berth area and refused to surrender. An officer negotiated with him and he surrendered without further incident a short time later.
Riggs was transported to the Lincoln County Jail where he was lodged on a number of charges stemming from the Dec 5th armed robbery of the End Zone Tavern in Newport. Riggs is currently lodged on charges of Robbery I, Kidnap I x 2, Burglary I, Theft I and two Lincoln County Circuit Court felony warrants that charge him with Failure to Appear I.
One other subject, David Edward Spradley, age 29 of Grants Pass, OR was taken into custody on this robbery incident and a number of other armed robbery incidents that occurred in Lincoln, Jackson and Josephine Counties in 2006 on 121906 by the Medford and Grants Pass Police Departments. He remains lodged in the Josephine County Jail in Grants Pass, OR on a number of charges stemming from those crimes.
This investigation is continuing into this incident and two other armed robbery that are being investigated by the Lincoln County Sheriff's Office and the Newport Police Department.
