Incident: Theft Case: 07N-00107

Location: 169 SW Coast Highway

Date/Time: January 18, 2007, 10:30 AM

Victim: City of Newport

Suspect: Steven Ransom, 49 years, (9-13-57), Newport Econo Lodge, Room 110.

Details: On January 18, 2007, City of Newport employees discovered irregularities with the purchase of telephone equipment. A preliminary internal investigation showed that the City Purchasing Agent was using City funds to purchase telephones, then selling those phones on the Internet. The City Purchasing Agent, Steven Ransom was immediately placed on unpaid administrative leave by Newport City Manager Allen O'Neal. Mr. Ransom resigned from his position on January 19, 2007. It appears that this activity has been going on for possibly up to a year.

The Newport Police Department has opened a criminal investigation into the matter. The City and law enforcement officials are working to determine the extent of the thefts, however it appears to be in the thousands of dollars. Assisting in the investigation is the Oregon Department of Justice. At this time, Mr. Ransom has not been charged with any crime. The findings of the investigation will be submitted to the Lincoln County District Attorney's Office for review.

The City is currently obtaining the services of a local Certified Public Accountant so that a complete analysis of financial control systems can be conducted.
