Incident:       Newport Police Department Citizen’s Academy

Details:        The Newport Police Department is pleased to announce it will be hosting its first Citizen’s Police Academy.  The Citizens Police Academy provides an exciting opportunity for community members to learn more about the roles and responsibilities of their local law enforcement agency. Students will learn directly from our police personnel such topics as Patrol Procedures, Criminal Investigations, Officer Safety & Defensive Tactics, The Use of Deadly Force with a Firearms Training Simulator, Internal Affairs Investigations, and more.  It is designed to give the participants an overview of the various aspects of the Newport Police Department's function and operational procedures. The Academy is 10 consecutive weeks, meeting every Tuesday evening from 6:00-8:00pm.  Applicants must be 16 years of age to attend the Citizen’s Academy. A background check will be done to confirm eligibility. Class size is limited to 20 participants and preference will be given to Newport residents.  Acceptance is based upon qualifications and background. There is no cost to participate in the Citizens Academy. Applications will be accepted on a continuous basis.  The first Newport Police Citizen’s Academy is scheduled to begin on April 8, 2008 and conclude on June 10, 2008.  Interested applicants are encouraged to contact the Newport Police Department at 541-574-3348 to learn more or for an application.

Incident:       Police Department Volunteer Program

The Newport Police Department is pleased to announce that a volunteer program, which has existed for the last couple of years, has undergone a revitalization and expansion. The Police Department has used volunteers from the community to assist with a variety of office duties and to a lesser degree some parking enforcement.  Recently the Department brought on board Ed Simon as the volunteer coordinator. Mr. Simon is a former OLCC Agent and police officer with a broad range of patrol and community experience. He is working to fulfill the Departments goal of developing a diverse group of volunteers to assist the Police Department in a wide variety of tasks. The volunteers hope to assist officers on a daily basis and at special events.


 You will see the volunteers in the community wearing navy blue polo shirts with the volunteer logo. A retired black and white patrol car has been modified and marked for their use.  Some of the volunteer duties include: writing disabled parking citations, locating and logging in graffiti, traffic control (when extra help is needed), data entry and help with computer software and programming (if possible). The volunteers will also be visible to tourists as "goodwill ambassadors" and may staff display booths at the fair or other community events, as well as being involved in many other ways. Volunteers and police officers working together provide an opportunity for the police department to expand the services they are able to offer. The volunteers can concentrate on providing a support role to the officers, leaving officers more time to concentrate on issues such as criminal investigations and traffic enforcement.  Anyone interested in volunteering with the police department should contact Ed Simon at 574-5866 for more information.

Citizens Offering Police Support (C.O.P.S) program is part of the USA Freedom Corp initiative with the goal of helping communities prevent, prepare for, and respond to crime, natural disasters and other emergencies. Citizens Corps includes five groups: Neighborhood Watch, Community Emergency Response Team (CERT), Medical reserve Corps, Fire Corps, and the Volunteers in Police   Services (VIPS) program.

Incident:       Disorderly Conduct Arrest       Case: 08N-00772

Location:       500 blk W. Olive St

Date/Time:      031508 @ 1136 hours    

Suspect:        Maring, Randall G   47 years of age

Details:        On 031508, at about 1136 AM, Newport Police were dispatched to the 500 blk of W Olive St on a report of a disturbance involving a male subject who was armed with a running chainsaw.  As officers were arriving, witnesses were pointing out a truck that was leaving the scene and said the driver was the person who had been menacing people with the chainsaw.  A Lincoln County deputy was in the area and assisted by stopping the truck a short distance away.

Officers contacted a number of witnesses who said the man, identified as Randall Maring of Newport, became angry with a lady whose vehicle had broke down and was refusing his assistance.  According to witnesses, Maring obtained a chainsaw from his truck, started it and began revving it loudly while screaming at the woman and another couple who came to her aid.

Maring was taken into custody without further incident and lodged in the Lincoln County Jail on a single charge of Disorderly Conduct II with bail set at $7500.
