Incident:             Stolen Semi (tractor/trailer) Arrest   Case: 08N-00932

 

Location:            700 Block SW Bay Blvd., Newport

 

Date/Time:            4-01-08; 10:00 AM

 

Victim:                   Leobardo Guerrero, Metolious, Oregon

 

Suspect:               Roy Lamar Payne, 51 years (12-19-56), Newport

                                  Charge: Unlawful Use of Motor Vehicle; Bail: $10,000.00

 

                                                                                                                                     

Details:                  On March 26, 2008 Newport Police took a report and began investigating the theft of a Tractor and Trailer rig.  Through his investigation Officer Jay Reynolds learned that Roy Payne used to be employed as a driver for Leobardo Guerrero of Leo’s Trucking, Metolious, Oregon.  Payne terminated his employment with Leo’s Trucking and when doing so he failed to return the tractor/trailer back to the owner.  Newport officers searched for the Semi and Trailer.  On 03/27/08 Officer Reynolds was on patrol in the 700 Block of SW Bay Blvd where he located the trailer portion of the reported stolen semi.  The tractor portion of the semi at that time could not be located.  Over several days officers continued to search for the tractor. On 04/01/08 Officer Jerry Howe was patrolling in the area the trailer was recovered. Officer Howe discovered the tractor portion of the semi was now parked there.  Payne was not located with the tractor.  At about 10:00 AM Officer Howe was dispatch to contact Payne at the Newport Police Department.  Upon contact Officer Howe took Payne into custody for Unauthorized Use of a Vehicle.

 

Payne was lodged in the Lincoln County Jail; his bail was set at $10,000.00
